After deleting my windows.old folder because i had reinstalled windows in an attempt to fix it, i was able to install dragon center once i gave permissions to full control over said folder and deleting it. Inside my windows.old folder, my permissions were set to read only, and wouldn't let me delete the folder due to lack of full control not being checked. Not sure if its the case, but i think the install application was using temp files inside my windows.old folder to locate the packages. Ive also had several problems with installing dragon center after reinstalling windows.
